Joseph A. Campbell is the Deputy Architect of the Capitol. As Deputy Architect, Campbell aids the Architect in leading the agency's mission to serve Congress and the Supreme Court, preserve America's Capitol and inspire memorable experiences.
Campbell oversees facilities maintenance and operation of the historic U.S. Capitol, the care and improvement of more than 570 acres of grounds, and the operation and maintenance of 18.4 million square feet of buildings including the House and Senate office buildings, U.S. Capitol Visitor Center, Library of Congress buildings, U.S. Supreme Court Building, Thurgood Marshall Federal Judiciary Building and other facilities.
Professional Experience
Campbell joined the Architect of the Capitol (AOC) in December 2016, serving as the Facility Manager, Supreme Court Building and Grounds. In 2020, Campbell served as the Acting Superintendent of the House Office Buildings, where he oversaw the operation, maintenance and preservation of more than 5 million square feet of facility space including the Cannon, Rayburn, Longworth, O'Neill and Ford House Office Buildings, underground garages, annexes and subways. In 2023 and 2024, Campbell served as the Acting Chief Financial Officer and the Acting Chief Security Officer. As Acting Chief Financial Officer, Campbell closed fiscal year (FY) 2023 with a clean audit, guided the agency through multiple continuing resolutions, and built the $1 billion FY 2025 budget. As Acting Chief Security Officer, Campbell directed security and other infrastructure related projects supporting the Senate and House Sergeants at Arms, the U.S. Capitol Police and other Capitol Hill security requirements.
Campbell is a Navy Civil Engineer Captain with over 25 years of experience in naval expeditionary operations and construction, facilities planning, construction, operations and maintenance, financial management and budget, human capital resource management, and environmental planning and compliance.
Before joining the AOC, Campbell was the Director of the Pacific Programs Office in the Office of the Assistant Secretary of the Navy (Energy, Installations and Environment) at the Pentagon, where he orchestrated Endangered Species Act Section 7 consultation efforts with the U.S. Fish and Wildlife Service for the $8.6 billion military relocation to Guam. Previous positions include: Commanding Officer, Amphibious Construction Battalion TWO (Virginia Beach, VA); Facilities and Environmental Director, Navy Installations Command (Washington, DC); and Officer in Charge of Construction, Marine Corps Installation West (Camp Pendleton, CA).
Education
Campbell earned his Bachelor of Science in Mechanical Engineering from the U.S. Naval Academy and his Master of Science in Civil Engineering, Construction Management, from the University of Texas. He also attended the Advanced Executive Program at the Kellogg School of Management, Northwestern University and the Advanced Management Program at the Tench Francis School of Business. He is a registered Professional Engineer in Alabama. Along with numerous military awards, including the Legion of Merit (four awards) and Bronze Star Medal, he is a qualified Seabee Combat Warfare Officer, a Surface Warfare Officer and a Naval Parachutist. Campbell is also the recipient of the Society of American Military Engineers Moreell Medal.
